Applicants must be graduates of a high school in Stark, Columbiana, Carroll, Tuscarawas, Wayne or Holmes County, Ohio

Applicants must have demonstrated public service through volunteer activities or work experience, either in the framework of undergraduate college work or in post baccalaureate work experience
